Updated 19 September 2026
Petrol is Rs389.14 per litre in Pakistan from 19 to 21 September 2026, while the Prime Minister’s targeted fuel relief scheme is active nationwide. Following public feedback, the government has removed the minimum five-litre purchase in one transaction for motorcycles, rickshaws, Qingqis and other eligible two- and three-wheelers. Their benefit is now delivered as one Rs500 token per week that may be redeemed for petrol in any quantity.
The process is simple once the details are entered correctly. Register your vehicle once by sending a properly formatted message to 9771. After approval, send TOK to the same number when you need a fuel token, then present that token at an activated petrol station.
This updated PerfectCar.pk guide explains the Prime Minister’s 18 September changes, the new 20-year eligibility rule for two- and three-wheelers, the exact 9771 SMS order, current token limits, nationwide rollout, petrol-pump problems and the steps to take when registration or redemption fails. Cars did not receive the same token relaxation: an eligible car up to 800cc still uses one 10-litre token every 10 days.

Latest Petrol Relief Update for 19 September 2026
The scheme is now operating nationwide, including Azad Jammu and Kashmir and Gilgit-Baltistan. After reviewing feedback from the first 48 hours of the nationwide rollout, Prime Minister Shehbaz Sharif approved two important relaxations for motorcycles, rickshaws, Qingqis and other eligible two- and three-wheelers. The changes do not apply in the same way to cars.
No Five-Litre Minimum for Bikes and Rickshaws
The earlier rule required a motorcycle or three-wheeler user to purchase five litres in a single transaction. That minimum has been removed. The user now receives one weekly token worth Rs500 and may redeem it for petrol in any quantity. The weekly schedule remains in place, with four Rs500 tokens providing maximum monthly relief of Rs2,000. Petrol stations may not deduct a service charge from the token.
Older Two- and Three-Wheelers Can Now Qualify
The eligibility age for two- and three-wheelers has been extended from 15 years to 20 years. Motorcycles, rickshaws and Qingqis registered from 1 January 2006 can now be brought into the scheme; the earlier cut-off was 1 January 2011. This is a vehicle-registration-date rule, not a promise that every vehicle described as a 2006 model will pass verification. The date in the Excise record is the important date.
Car Token and Age Rules Did Not Change
For a car, the existing arrangement continues: the engine must be 800cc or below, the car must be registered in the applicant’s name, and one 10-litre token is available every 10 days, up to three tokens and 30 litres per month. Eligible cars already had a registration cut-off of 1 January 2006, so the Prime Minister’s new age relaxation does not create a fresh age extension for cars.
Nationwide Rollout, Facilitation Desks and Remote Areas
The nationwide phase began on 17 September. The Prime Minister has directed the creation of facilitation desks with administration officials, volunteers and petrol-pump staff to help citizens register and redeem tokens. After early pump and connectivity complaints, the National Steering Committee also ordered alternative arrangements for stations in low-internet areas, including parts of AJK, Gilgit-Baltistan, Khyber Pakhtunkhwa and other remote rural locations. The State Bank was directed to review payment-status reports twice daily so rejected pump settlements can be identified and corrected.
Petrol Price from 19 to 21 September 2026
The Petroleum Division reduced petrol by Rs1.65 to Rs389.14 per litre for 19 to 21 September. At that reference price, subtracting Rs100 gives an illustrative effective cost of Rs289.14 for each approved litre. The normal price is being revised frequently, so Rs289.14 is not a permanent subsidised price.
What the Rs100 Petrol Relief Scheme Provides
This is a targeted discount at the petrol pump. It is not a permanent Rs100 reduction in the official petrol price for every customer and it is not a cash grant paid into a bank account. A verified user receives the discount only on the quantity allowed for the relevant vehicle category.
For a motorcycle, rickshaw, Qingqi or another eligible two- or three-wheeler, the maximum monthly relief remains Rs2,000. The current system issues one Rs500 token per week, normally four tokens per month. The former requirement to buy five litres in one transaction has ended, so the weekly token may be used for petrol in any quantity. The government has not announced cash payment for unused token value, so consumers should follow the amount and validity shown in the 9771 reply.
For a petrol car with a registered engine capacity of 800cc or less, the monthly quantity remains up to 30 litres. Full use produces maximum monthly relief of Rs3,000. The schedule still allows one 10-litre token, worth Rs1,000 in relief, every 10 days. The new no-minimum rule for two- and three-wheelers does not apply to cars.
| Vehicle category | Quantity per claim | Claim interval | Monthly maximum | Maximum monthly relief |
| Motorcycle | 5 litres | Once per week | 20 litres | Rs2,000 |
| Rickshaw Qingqi and eligible three wheeler | 5 litres | Once per week | 20 litres | Rs2,000 |
| Other eligible two wheeler | 5 litres | Once per week | 20 litres | Rs2,000 |
| Petrol car up to 800cc | 10 litres | Every 10 days | 30 litres | Rs3,000 |
Fuel bought after the permitted quantity is used is charged at the applicable normal pump price. Diesel is not included in the announced Rs100 petrol relief. The current scheme should also not be confused with earlier provincial programmes that used different applications or eligibility rules.
Who Can Register for the Scheme
The announced vehicle categories are motorcycles, rickshaws, Qingqis, other qualifying two and three wheelers, and petrol cars with engines up to 800cc. Eligibility is verified against identity, mobile and vehicle records rather than accepted only from the model name entered by the user.
Motorcycle and Rickshaw Users
The Ministry of IT clarified that formal ownership is not always required for motorcycle and rickshaw users. This change is intended to include people using vehicles bought on open transfer letters, vehicles provided by family members or employers, and rented motorcycles or rickshaws used for work. The applicant still needs a SIM registered against their own CNIC and must provide vehicle information that can be verified.
Cars up to 800cc
The rule is stricter for cars. The latest ministerial briefing says the car must be registered in the applicant’s name. The engine capacity recorded in the official vehicle record must be 800cc or lower. A 660cc petrol car is inside the engine threshold, but it must still pass ownership and record verification. A 1000cc car is outside the announced limit even if it is compact or fuel efficient.
Do not rely only on a familiar model name. The engine figure on the smart card, registration book or Excise record is the relevant check because specifications can vary by model year and variant.
One Vehicle Limit and Official Wording
The ECC release says relief is limited to one vehicle per user or owner and describes the scheme as restricted to non commercial users. The IT minister separately said that people using rented motorcycles and rickshaws for their livelihoods can apply. Because the two statements use different wording, a person with a commercially registered vehicle should let the official 9771 verification determine eligibility instead of assuming approval or rejection from a news headline.
This distinction is important. The ownership relaxation clearly applies to motorcycles and rickshaws, while the car ownership rule remains in place. It should not be rewritten as a general rule allowing any car user to register someone else’s vehicle.
What the Former 2011 Cut-off Really Means
The original Ministry of IT rules used two different dates: motorcycles and three-wheelers had to be registered from 1 January 2011, while eligible cars already used 1 January 2006. The Prime Minister moved only the two- and three-wheeler cut-off back to 1 January 2006. The age restriction was extended, not completely abolished, and the announcement does not make vehicles registered before that date eligible.
Information Needed Before Sending the SMS
Keep the vehicle document beside you while preparing the message. Most avoidable failures come from entering a date, plate number or province code from memory.
- A valid 13 digit CNIC number
- A mobile SIM registered against that same CNIC
- The vehicle registration or number plate exactly linked to the Excise record
- The province or territory where the vehicle is registered
- The vehicle registration date in day month year order
- For a car the registered engine capacity and ownership details
The province field refers to the vehicle’s registration authority, not the applicant’s home address. A Rawalpindi resident with a Punjab registered vehicle uses P. A person living in Rawalpindi but using an Islamabad registered vehicle uses I. A Karachi resident with a Punjab registered vehicle also uses P, not S.

How to Register Through 9771
Registration is completed once for the vehicle and user combination. A smartphone or mobile application is not required. A basic phone that can send and receive SMS messages can be used.
Step One Use the Correct SIM
Open the Messages app on the phone containing the SIM registered against your CNIC. The system checks whether the mobile number and CNIC belong together. Sending the message from a relative’s or employee’s SIM can cause verification to fail even when the vehicle details are correct.
Step Two Type the Fields in the Correct Order
Type the message in this order with a single space between each item.
REG CNIC VEHICLENUMBER PROVINCECODE REGISTRATIONDATE
The commonly published format removes dashes from the CNIC and spaces or dashes from the plate number. The registration date should be typed as DDMMYYYY. For example, 5 February 2024 becomes 05022024.
An example structure for a Punjab registered vehicle is shown below. Replace every placeholder with the genuine information from your documents and do not type the angle brackets.
REG 13DIGITCNIC VEHICLENUMBER P DDMMYYYY
Step Three Send the Message to 9771
Send the completed registration message to 9771. The prime minister directed that this registration SMS be free. Wait for the system’s response instead of immediately sending repeated copies, especially while the service is handling a large opening day volume.
Step Four Read the Verification Reply
A successful reply confirms that the registration has been accepted. A failure reply may identify a mismatch in the vehicle number, province code, registration date, SIM or ownership data. Correct only the inaccurate field. Do not change genuine information randomly to force the system to accept it.
Correct Token Command and Petrol Pump Process
After successful registration, the next command is TOK. The letters are T O K. Send only TOK to 9771 from the same registered mobile number when you are ready to obtain subsidised petrol. Do not type TOL, TOKEN or a sentence asking for fuel.
The system checks the remaining entitlement and returns a digital token. Take the token to an activated petrol station. The token is verified before the discount is applied, so a screenshot or code belonging to another person should not be treated as transferable.

At the petrol station follow these steps.
- Tell the attendant before fuelling that you want to use the PM Fuel Relief token.
- Show the token received from 9771 on your registered phone.
- Allow the attendant to verify it through the station’s system.
- Confirm whether your category permits five litres or ten litres in that claim.
- Check the meter quantity and the final amount charged.
- Confirm that Rs100 per eligible litre was deducted.
- Keep the SMS and receipt until the transaction is complete.
The first Islamabad phase was expected to include about 150 petrol stations. The wider network is being activated for the nationwide launch. If one station cannot process a valid token during the early rollout, that does not automatically mean the registration is invalid. Confirm that the station is participating and that your area’s start date has arrived.
City Guide for Islamabad Rawalpindi Lahore Karachi and Other Areas
The registration process is national. Cities do not have different short codes or separate forms. What changes is the province letter used for the vehicle’s registration authority and the date on which fuel redemption starts in that location.
Islamabad became the first live area from midnight between 14 and 15 September. Rawalpindi is next to Islamabad but is part of Punjab for vehicle registration and falls under the nationwide rollout scheduled from midnight between 16 and 17 September. The same wider date applies to Lahore, Karachi, Peshawar, Faisalabad, Multan, Gujranwala, Hyderabad, Quetta, AJK and Gilgit Baltistan.
| Popular city or area | Code when vehicle is registered there | Fuel relief start | Registration structure |
| Islamabad | I | From 15 September | REG CNIC PLATE I DDMMYYYY |
| Rawalpindi | P | From 17 September | REG CNIC PLATE P DDMMYYYY |
| Lahore | P | From 17 September | REG CNIC PLATE P DDMMYYYY |
| Faisalabad | P | From 17 September | REG CNIC PLATE P DDMMYYYY |
| Multan | P | From 17 September | REG CNIC PLATE P DDMMYYYY |
| Gujranwala | P | From 17 September | REG CNIC PLATE P DDMMYYYY |
| Sialkot | P | From 17 September | REG CNIC PLATE P DDMMYYYY |
| Karachi | S | From 17 September | REG CNIC PLATE S DDMMYYYY |
| Hyderabad | S | From 17 September | REG CNIC PLATE S DDMMYYYY |
| Peshawar | K | From 17 September | REG CNIC PLATE K DDMMYYYY |
| Quetta | B | From 17 September | REG CNIC PLATE B DDMMYYYY |
| Muzaffarabad and AJK | A | From 17 September | REG CNIC PLATE A DDMMYYYY |
| Gilgit and Skardu | G | From 17 September | REG CNIC PLATE G DDMMYYYY |
The listed date means the scheduled beginning of petrol relief in the area, not a deadline for registration. Registration opened earlier. Users can prepare and submit their data, then request a token when the pump service is active locally.

Province Codes at a Glance
| Registration authority | Code |
| Islamabad Capital Territory | I |
| Punjab | P |
| Sindh | S |
| Khyber Pakhtunkhwa | K |
| Balochistan | B |
| Azad Jammu and Kashmir | A |
| Gilgit Baltistan | G |
If the vehicle record is from a different region than the city where you currently drive, always use the code from the vehicle record. The programme asks for this because similar plate numbers can exist in different provincial databases.
Current Petrol Price and Actual Savings
The official petrol price for 19 to 21 September is Rs389.14 per litre after a Rs1.65 reduction. Subtracting Rs100 gives an illustrative effective price of Rs289.14 for an approved litre where the scheme applies on a per-litre basis. This figure is valid only while the normal price remains Rs389.14; frequent price revisions can change the effective amount.
For cars, the saving calculation remains Rs1,000 per 10-litre token. For two- and three-wheelers, the revised public instruction describes one Rs500 token each week and removes the five-litre minimum purchase.
| Approved petrol quantity | Normal cost at Rs389.14 | Relief | Illustrative effective cost |
| 5 litres | Rs1,945.70 | Rs500 | Rs1,445.70 |
| 10 litres | Rs3,891.40 | Rs1,000 | Rs2,891.40 |
| 20 litres | Rs7,782.80 | Rs2,000 | Rs5,782.80 |
| 30 litres | Rs11,674.20 | Rs3,000 | Rs8,674.20 |
These examples assume the quantity is approved and the full token value is correctly applied. Always check the current pump price, the token message and the receipt rather than treating Rs289.14 as a permanent subsidised rate.
Common Registration Problems and Their Fixes
Early user comments on major news reports repeatedly mention failed registration, no reply and errors asking applicants to check the vehicle number or province code. The opening demand of more than 600,000 SMS messages in the Islamabad region may also contribute to delayed responses.
No Reply After Sending the SMS
Check that the destination number is 9771 and that the message was sent from the correct SIM. Because the government has ordered the registration SMS to be free and the system is processing heavy traffic, allow time for a response before sending several duplicates. Keep the sent message so you can compare its format later.
Vehicle Number or Province Code Error
Copy the vehicle number from the official record. Remove unnecessary spaces and dashes if using the published compact format. Then check the registration authority. Rawalpindi, Lahore, Faisalabad and Multan use P because they are in Punjab. Karachi and Hyderabad use S. Islamabad uses I.
Registration Date Mismatch
Use the vehicle’s registration date, not the purchase date, token tax date, CNIC issue date or today’s date. Enter the day and month with leading zeroes and type the full four digit year. A date shown as 5 February 2024 becomes 05022024.
SIM and CNIC Do Not Match
The SIM used to send the SMS must be registered against the applicant’s CNIC. Check the SIM ownership through the relevant telecom procedure if you are uncertain. Do not submit someone else’s CNIC from your own number.
Car Is Not Registered in the Applicants Name
The latest briefing allows flexibility for motorcycles and rickshaws but not for cars. If an eligible small car still carries the previous owner’s name, the new user may fail ownership verification. Complete the legal transfer instead of relying on an open letter for a car.
Correct Details Still Fail
Do not invent a different registration date or alter the plate number. Recheck the Excise record and consult the official Urdu information at pmfuelrelief.pk for updated guidance. A data mismatch may need correction in the underlying vehicle record rather than another random SMS.
Older Bike or Rickshaw Still Shows Ineligible
Check the registration date in the Excise record. The revised window is from 1 January 2006 for motorcycles and three-wheelers; the body model year or seller’s description is not enough. Radio Pakistan reported on 19 September that implementation of the 20-year inclusion had begun. If genuine details for a qualifying vehicle are still rejected during the transition, save the reply, allow time for the system and provincial database to update, and follow official guidance instead of entering a false date.
Petrol Pump Refuses a Valid Token
Ask whether the pump is activated for the Fuel Pass system and whether its internet connection is working. First-day reporting said a dedicated control room at 9772 was created for petrol pumps, so do not present 9772 as the public registration number; consumers still register and request tokens through 9771. Try another activated pump if necessary and retain the token SMS and receipt. Facilitation desks and remote-area alternatives have also been ordered.
Petrol Relief Scam Warning
The government has warned that it will not contact applicants to demand money, an OTP, a banking PIN or another secret code to activate the subsidy. Registration is through the announced 9771 process, and the prime minister has directed that the SMS be free.
- Do not pay an agent who promises guaranteed approval
- Do not share a bank card PIN or mobile wallet PIN
- Do not forward an OTP received for another account or service
- Do not install an APK file sent through WhatsApp
- Do not post your CNIC and full vehicle details in public comments
- Do not trust a page only because it uses a government logo
- Do not buy a token from another person
Many people have already posted CNIC and vehicle details publicly under news stories. That exposes private information and does not register anyone. Only send the required information through the official method.
What the Scheme Means for Car Buyers and Sellers
The ownership and engine capacity checks make vehicle documentation more important for people buying a used car. If petrol relief affects your purchase decision, verify the engine capacity on the official record and complete the ownership transfer promptly. A model advertised as 800cc or below still has to match the registered specification.
You can browse used cars on PerfectCar.pk and compare smaller petrol vehicles, but do not buy a car only because of the subsidy. The maximum announced monthly saving for an eligible car is Rs3,000. Fuel economy, mechanical condition, parts cost, resale value and the transfer record can matter much more over the full period of ownership.
Owners planning to change vehicles can post an ad and sell a car on PerfectCar.pk. Complete the transfer after sale so the registration record no longer remains linked to the previous owner. Accurate ownership protects both parties and reduces problems with future verification systems.
If you need a vehicle temporarily, check Rent a Car options on PerfectCar.pk. Remember that the current ownership relaxation discussed by the IT minister concerns motorcycles and rickshaws. Do not assume a rented car qualifies for the small car benefit because the latest briefing requires an eligible car to be registered in the applicant’s name.
Frequently Asked Questions
What Is the Correct SMS Number
The registration and token number is 9771. Some news pages contain typing errors in individual sentences, but the detailed registration instructions and government briefings consistently identify 9771.
Is the Token Command TOK or TOL
The correct command is TOK, spelled T O K. After your registration is approved, send TOK to 9771 when you need the fuel token. TOL is incorrect.
Is the Registration SMS Free
Prime Minister Shehbaz Sharif directed that the SMS required for registration be free. No agent fee is part of the official process.
How Much Petrol Can a Motorcycle User Claim
An eligible motorcycle or other two-wheeler now receives one Rs500 token per week, normally four tokens per month and up to Rs2,000 in monthly relief. The user no longer has to buy five litres in one transaction and may redeem the weekly token for petrol in any quantity.
Do Bikes and Rickshaws Still Have to Buy Five Litres at Once
No. The Prime Minister removed the minimum five-litre purchase condition for eligible two- and three-wheelers. This does not remove the weekly schedule: the benefit remains one Rs500 token per week, with four tokens providing maximum monthly relief of Rs2,000.
Can One Rs500 Token Be Split Across Several Pump Visits
The official announcement says the weekly token may be redeemed for petrol in any quantity, but the reviewed government notices do not clearly promise multiple partial redemptions, cash change or carry-forward of unused value. Follow the validity and balance information in the 9771 message and ask the pump to verify the transaction before fuel is dispensed.
How Much Can a Rickshaw or Qingqi User Claim
A rickshaw or Qingqi user receives one Rs500 token each week and no longer has to purchase a five-litre minimum in one transaction. Four weekly tokens provide maximum monthly relief of Rs2,000.
How Much Can an Eligible Car Owner Claim
A petrol car up to 800cc continues to receive one 10-litre token every 10 days, up to three tokens and 30 litres per month. The maximum monthly relief is Rs3,000. The recent no-minimum change does not apply to cars.
Which Vehicle Registration Years Qualify After the PM Update
Motorcycles, rickshaws, Qingqis and other eligible two- and three-wheelers registered from 1 January 2006 can now apply; previously their cut-off was 1 January 2011. Eligible cars up to 800cc also use a 1 January 2006 registration cut-off, but that car rule already existed. Use the official registration date, not only the model year.
Does a 660cc Car Qualify
It is inside the announced engine capacity limit, but approval also depends on the vehicle record, applicant ownership, CNIC linked SIM and other verification requirements.
Does a 1000cc Car Qualify
No. The announced car threshold is up to 800cc.
Can I Register a Motorcycle That Is Not in My Name
The IT minister said motorcycle and rickshaw users may register even when formal ownership is not in their name, including some rented or open letter arrangements. The SIM must still belong to the applicant and the vehicle details must verify.
Can I Register a Car That Is Not in My Name
The latest ministerial briefing says an eligible car must be registered in the applicant’s name. The motorcycle and rickshaw ownership relaxation should not be applied to cars.
Which Code Should a Rawalpindi User Enter
Use P for a vehicle registered in Rawalpindi because Rawalpindi is under Punjab Excise. Use I only when the vehicle itself is registered in Islamabad.
Which Code Should a Karachi User Enter
Use S for a vehicle registered in Sindh. If the applicant lives in Karachi but the vehicle is registered in another province, use the registration authority’s code instead.
When Does the Scheme Start in Lahore and Karachi
The nationwide phase covering Lahore, Karachi and other cities has been active since 17 September 2026.
Is Diesel Included
No. The announced Rs100 relief covered here applies to petrol. Diesel has its own normal retail price.
Do I Need a Smartphone or an App
No. The core registration and token process uses SMS so a basic phone can work. This was intended to make the scheme accessible to people without smartphones or internet access.
Can I Register More Than One Vehicle
The official ECC release limits relief to one vehicle per user or owner. Do not attempt to duplicate the benefit by reusing another person’s CNIC or SIM.
Can I Use the Whole Monthly Quota in One Visit
No. Two- and three-wheelers receive one Rs500 token per week. Removing the five-litre minimum means they may buy a smaller quantity; it does not release all four weekly tokens at once. Cars remain on one 10-litre token every 10 days, with three tokens per month.
Is the Effective Price Permanent
No. Rs289.14 is only the illustrative per-litre amount for 19 to 21 September when petrol is Rs389.14. The normal price is revised frequently. For a two- or three-wheeler, also follow the current Rs500 weekly token instruction rather than assuming that every smaller purchase will be calculated in exactly the same way as the former five-litre transaction.
Final Registration Checklist
Before sending the message, confirm that your SIM and CNIC match, the plate number is copied from the vehicle record, the province code reflects the registration authority and the registration date is in DDMMYYYY format. The registration date should be 1 January 2006 or later. Car applicants must also confirm that the engine is no larger than 800cc and the car is registered in their name.
Send the registration information to 9771. After approval, send TOK to 9771 when you are ready to claim fuel. For a two- or three-wheeler, the weekly token is worth Rs500 and no longer requires a five-litre minimum purchase. For a car, the existing 10-litre token remains. Show the token at an activated pump and confirm the full discount before payment.
The scheme has been nationwide since 17 September, including AJK and Gilgit-Baltistan. Province codes still follow the vehicle’s registration authority: Islamabad uses I; Punjab including Rawalpindi uses P; Sindh S; Khyber Pakhtunkhwa K; Balochistan B; AJK A; and Gilgit-Baltistan G.
